Wu reported that Pham Tien Dung, Deputy Governor of the State Bank of Vietnam, stated at the latest meeting that Vietnam has recently made three breakthroughs: the National Assembly approved a resolution on the construction of an international financial center, allowing the creation of digital asset exchanges; the Ministry of Finance submitted a draft resolution for a pilot project designating Blockchain as core operational infrastructure; the Law on Industry and Digital Technology provides clear definitions of digital assets, virtual assets, and tokenization assets, forming a concrete legal foundation. The Vietnamese government stated that it will meet regulatory demands while creating a flexible sandbox environment for enterprises and investors that aligns with global standards.
